The UK government has released a new immigration white paper aimed at fixing what Prime Minister Keir Starmer called the country’s “broken” immigration system. The white paper outlines major changes to English language requirements, visa pathways, and the path to citizenship.
Language Requirements Tightened
The most notable change is the increase in English language standards across all visa categories. Whether applying for a study, work, or family visa, applicants will now need to demonstrate a stronger command of English.
New Rules for Dependents
For the first time, adult dependents of visa holders will also need to prove their English proficiency:
- A1 level to enter the UK
- A2 level to extend a visa
- B2 level to apply for settled status
This move aims to support better integration, access to work, and protection from exploitation.
Skilled Workers Face Higher Standards
Applicants under the skilled worker route will see their required English level raised from B1 to B2, aligning with the Common European Framework of Reference (CEFR).
Graduate Route Shortened
The popular Graduate Route, which allows international graduates to stay and work in the UK, will be shortened from 24 months to 18 months.
Citizenship Wait Doubled
Migrants will now need to live in the UK for 10 years before becoming eligible for citizenship—double the previous requirement and significantly longer than in countries like the US.
Integration at the Core
Starmer emphasized that integration, especially through language and participation in local communities, is a key goal of these changes. The system will reward those who actively engage and adapt.
Migrant Contributions Recognized
Despite these stricter policies, Starmer acknowledged the positive role of migrants in the UK, stating, “Migrants make a massive contribution… and you will never hear me denigrate that.”
